This briefing note covers problems with heritage protection in Wales, the ongoing Heritage Protection Review, and the implications for members of the Historic Environment (Wales) Act 2016. The Review may improve heritage planning policy and guidance, but the Act increases the complexity of the legislation and may encourage poorly-targeted enforcement. More importantly, the Review has failed to consider solutions to the biggest problem, the lack of heritage resource in Welsh local authorities.
