The CLA has responded to Natural England's consultation on the guidance for granting restrictions and exclusions on CROW open access land. The guidance seeks to place greater emphasis on the use of informal management and urges authorities to consider the least restrictive option. We believe that the ability to use restrictions and exclusions is vital in managing access and that the guidance should not seek to place hurdles in the way of their uses. A precautionary approach may need to be adopted, for example with dogs and cattle.
