Infrastructure Levy Consultation

There was a government consultation on a new Infrastructure Levy Scheme as provided for in the Levelling and Regeneration Bill. It will replace the Community Infrastructure Levy, and will also extend to affordable housing contributions. The Levy is to be applied by every local authority. Rates will be set locally with the aim for the levy being to capture a greater proportion of the uplift I the value of the land and developer profit to pay for infrastructure. CLA real concern is that focus is to too much on land values, that rates will harm rural development of all types whilst not delivering any increase in affordable housing or infrastructure. We have also asked for agricultural building to be exempted.
